Hi! Thanks for your feedback. This product is a blender asset, meant for creating your own VRChat avatar, this is not a unity package and not an outfit avatar dlc. The download intentionally includes the FBX only.
The dress already contains all of the required bones for movement. To enable physbones, you'll simply need to add the VRC PhysBone component to the appropriate bones after importing into Unity ^^
